Malawi Electoral Commission

The Malawi Electoral Commission, “the Commission”, is a body created under Section 75(1) of the Constitution of the Republic of Malawi, to supervise, direct and preside over the conduct of all elections in Malawi. In accordance with Section 13 of the Electoral Commission Act, the Commission seeks to appoint suitably qualified persons with relevant experience to fill the following vacant positions that exist within its secretariat:

Job Title : Senior Database Administrator
Grade : C5
Responsible to : ICT Manager

Purpose
To lead the design and administration of database systems that facilitate MC business operations

Key Duties and Responsibilities:

The Senior Database Administrator will perform the following:

    1. Lead and supervise the database administration section.
    2. Overseeing the day-to-day operations of MEC’s database systems.
    3. Designing database structures for new systems.
    4. Developing or testing new database applications.
    5. Installing and upgrading database software to ensure that it is compatible with current technology standards.
    6. Controlling access permissions and privileges,
    7. Maintaining MC’s database systems, performance tuning, capacity planning monitoring critical events and documentation.
    8. Monitoring database performance to ensure optimal performance at all times
    9. Maintaining data integrity to ensure that it meets international standards regulation on security and compliance.
    10. Develop and implernent disasler recovery procedures that ensures business continuity in case of equipment failure or natural disaster.
    11. Creating and executing backup procedures to protect data from loss or corruption.
    12. Recommending improvements to database security measures to prevent unauthorized access or misuse of data
    13. Providing technical support for the organization’s database applications.
    14. Producing appropriate reports as required from time to time.

Requisite Academic Qualifications and Experience Desired

    • Master of Science in either Database Administration or Management Information Systems or any IT related field.
    • Minimum of Three (3+) years of experience in database administration and Database Architecture.
    • MCDBA certifications preferred.Microsoft Certified Database Administrator preferred.

Core Competencies

    • Extensive experience with database technologies (MySQL, MS SQL, PostgresQL Oracle, MongoDB).
    • Experience with cloud services (AWS Microsoft).
    • Knowledge, of the TCP/ IP protocol suite; Security Architecture; and securing and handling operating systems and Applications.
    • Conversant with database languages DDL, DML. DCL and TCL
    • Experience with multiple server environments.
    • Ability to learn quickly and work independently or as part of a team.
