Terms of Reference for Every Youth Empowered Project Endline in TA Nyaliwanga, Chikwina, Nkhatabay

Background

Livingstonia Synod AIDS Programme (LISAP) with financial assistance from Presbyterian World Service and Development (PWS&D) from Canada is implementing a three years (2023-2025) project in Chikwina under Traditional Authority Nyaluwanga.

The goal of the project is to improve the realization of sexual and reproductive health rights for adolescents and young people (10-18). The key issues the project will try to resolve are unplanned marriages, school drop outs and systematic marginalization of women and girls due to power imbalances triggered by harmful masculinities. The action will influence gatekeepers to take an active role in challenging discriminatory social norms. Young people will also have an open access to modern farming planning products. Lastly, the project will give young people the opportunity to create wage or self-employment through life and vocational skills. TA Nyaluwanga was earmarked for this action because it stood out amongst three TA assessed on the rate of school drop outs, child marriages, gender based violence, teenage pregnancies and access to family planning by young people. The project will target women, and girls, as the principal recipients. Boys, men, gatekeepers will also be targeted as they are the main influencers in upholding social norms that infringe on the rights of women and girls. Chikwina is situated 30 km North West of Nkhata-bay business district and nearly 15km from Mzuzu city.

The 3 year project will be implemented in 14 communities surrounding the Chikwina health facility. The aimof the project is to contribute to improved sexual reproductive health of the youth more especially adolescents in order to attain their full potential.

 This will be accomplished through the following outcomes:

  1. Improved collective support from parents, traditional leaders, church leaders and policy makers for desirable reproductive health practices of adolescents
  2. Improved access for adolescent and young people (10-35 years) to sexual reproductive health services and information (CSE, family planning and contraceptives).
  3. Improved agency of young people to self- advocate and sustain their social and economic life

Endline Purpose

The main purpose of the endline is to determine whether the project has contributed towards improved sexual reproductive health practice of young people across the three years of implementation. The evaluation will also assess sustainability strategies that ensures impact last beyond the funded phase.

Specifically, the evaluation will;

  1. Support LISAP and PWS&D to capture key lessons that will inform the program of what works and does not work in various contexts.
  2. Guide LISAP and PWS&D on more effective strategies that can make a difference in young people’s lives when we implement similar programs in future.
  3. Determine important gaps that still exist to achieve quality and transformative sexual reproductive health and rights practice for young people.

The endline should provide evidence of change to systems, behaviors and practice and determine to what extent the project has contributed towards realization of the change.

The primary consumers of the study report will be PWS&D the donor, LISAP management and field level stakeholders who were responsible for outcome harvesting. Secondary audiences include Nkhatabay District Council, government departments with a stake (DEM, DYO, DHO, DIO, Police, Magistrate), collaborating partners both at district and community level, church consortium, VDCs and Chikwina community who have a social contract with LISAP.

Scope of Work

The focused study will provide endline metrics for each outcome indicator which will be used as initial measures of success. The project has a living logical framework and performance measurement frameworks with indicators at every level of the results chain. The consultant will be expected to undertake the following tasks to validate and update values in the PMF:

  • Establish endline values for all the outcome indicators and determine the reasons for the change.
  • Produce an excel indicator directory populated with endline values (Indicator Tracking Table-ITT update).
  • Produce data collection tools that should resonate with impact and outcome indicators to be used in endline data collection (share samples).
  • Produce lesson learnt/best practice logbook that capture impact of the project. 

Methodology

The endline will broadly consist of the following phases:

  1. Inception Phase: This will involve a review of secondary data like project documents, results matrix (Performance Measurement Framework-PMF and logframe), policy documents and other documents adapted to the assignment. The key output will be an inception report detailing how the assignment will be approached (objectives of the study, methodology, field plan, support required and tools to be used). The inception report will have to be discussed and approved by the IPDC before data collection commence.
  2. Data collection: The consultant will use secondary data sources to validate and update values of impact and outcome indicators in the PMF and Indicator Tracking Table (ITT). Key informant interviews, focus group discussion with learners (both in-school and out of school clubs) and other participatory data collection methodologies should be applied.
  3. Data analysis/reporting; Based on primary and secondary data collection, the consultants will analyse the data and come up with an updated result matrix. After presentation of the draft results matrix report, comments will have to be consolidated and incorporated into the final document. 

Expression of Interest 

Based on the above guide, intending consultants are invited to submit a concise proposal (technical and financial) for delivering the endline by the 16th of February, 2026. The proposal should not exceed 8 pages excluding annexures. This should include (not exhaustively) the following:

  1. Consultants’ understanding of the TORs
  2. Methodology showing sample tools designed for data collection and related methods
  3. Work-plan
  4. Budget MK13 million max (include consultant fees, stationery, operational expenses, transport requirements and any relevant associated costs).
  5. Summarised one-page CV for each of the team members
  6. Provide at least three copies of previous reports carried out on similar assignments under social behaviour change projects focussed on safeguarding women and youth.

Deliverables

The expected deliverables from the endline are as follows:

  1. Inception report: includes a detailed approach/strategy of the endline including data collection tools.
  2. Lessons learnt log sheet; Practical learnings and good practices information product (max 3 pages).
  3. Final endline project report (concise but readable) 30 pages maximum

Expertise Required and Selection Criteria

The Consultants are required to have the following expertise:

  • Demonstrable capacity and experience in development M&E frameworks and MIS in social behavior change and skills development projects.
  • At least a Masters’ degree in Social Sciences or any development related field.
  • Good knowledge of GBV, youth empowerment, HIV & AIDS, justice and referral system management for vulnerable women and children.
  • Exceptional skills in understanding and diagnosing complex protection or social issues and able to work in a culturally diverse environment with women, youth, traditional leaders.
  • Ability to understand Tonga language, culture and its dynamic cultural practices
  • Good oral and drafting skills.

Management and Support Arrangement

An evaluation committee will review the proposals and communicate to the successful applicant 3 days from date of receipt of the application dossier. LISAP will assist the consultant(s) with introduction to key stakeholders for the interviews at community level. The final reports will have to be approved by LISAP. All other arrangements will be bound in the contract to be signed between the two parties.

Duration of the Assignments

We expect the assignment to cover a period of 4 weeks. The assignment is expected to commence on 26thFebruary, 2026 and be completed by the 26th of March, 2026.
