PROCUREMENT OF WORKS-RCDF
Invitation to Bid Notices

Mulanje District Council has budgeted public funds under Reformed Constituency Development Fund (RCDF) to be used for the procurement of the works specified below, and now invites sealed bids from eligible bidders for the provision of Construction and Upgrading of various infrastructure systems in Mulanje. The District Council now invites sealed bids from eligible contractors registered with CIRA and PPDA in the relevant categories for the procurement of the following works and associated goods:

- Bidding will be conducted in accordance with the open tendering procedures contained in the Public Procurement Law and Regulations of the Government of Malawi and is open to all bidders from eligible source countries. A bidder shall be required to obtain a certificate of registration from the Construction Industry Regulatory Authority (CIRA) and PPDA demonstrating registered supplier status, as a condition of contract award.
- Interested eligible bidders may obtain further information and inspect the bidding documents at the address given below from 08:00 to 12:00; 13:00 to 16:00 hour’s local time (Monday to Friday, except national public holidays).
- A complete set of Bidding Documents in English may be purchased by interested bidders upon payment of a non-refundable fee of MK20, 000.00. The method of payment will be cash. The Bidding Documents will be collected by the interested bidder.
- Bids must be valid for ninety (90) days after bid opening. Bids must be delivered to the address in 7(a) and deposited in a box marked “IPDC Tender Box” that is placed at the Procurement and Disposal Unit Office at or before 00 Hours Local Timeon dates indicated above. Late bids will be rejected. Bids will be opened in the presence of the bidders’ representatives, who choose to attend at the address in 7(b) below at 10.00 Hours Local Time on dates indicated above.
- A mandatory Pre – Bid meeting will be held on Friday 9th October, 2026 from 08:00 hours and Departure venue is at Mulanje District Council Planning Car Park.
