
Project HOPE Namibia in Malawi (PHN-MA)
Ana ndi Achinyamata Patsogolo Activity (ANAPA), a PEPFAR-USG funded Project implemented by Project HOPE Namibia in Malawi (PHN-MA), has recently been reevaluated and re-aligned following the US Executive Orders. The project Scope of Work (SOW) will now focus on Life-Saving HIV Service Provision for Orphans and Vulnerable Children (OVC) under Comprehensive HIV service delivery. The SOW covers the following:1) Care and treatment services for people living with HIV (PLHIV) and children living with HIV (CLHIV) that directly impact clinical outcomes; 2) service to address early identification, treatment, linkage/continuity, and viral load suppression for children, pregnant and breastfeeding women and 3) Provide leadership in focused data and systems maintenance activities in support of the lifesaving service provision areas ANAPA project will continue to be implemented in nine high HIV burdened districts in Malawi (Blantyre, Chikwawa, Lilongwe, Machinga, Mangochi, Mulanje, Phalombe, Thyolo and Zomba). Please take note that Project HOPE Namibia will only undertake activities within the scope of the award; and will not extend to activities related to abortion services, family planning, programs centered on gender, diversity, equity and inclusion (DEI) or transgender surgeries.
It is against this background that PHN-MA, seeks qualified Malawians to fill various positions for the ANAPA Activity as follows:
District Monitoring, Evaluation and Learning (MEL) Officer
Reporting to : District Team Lead
Position: District MEL Officer
Reporting to: District Team Lead; with dotted line to MEL Specialist
Duty Station: Blantyre, Chikwawa, Machinga, Mangochi, Mulanje, Phalombe, Thyolo & Zomba
Number Required: 8
Supervises: Assistant MEL Officers
Minimum Hours of Work: 40 hours per week
Job Summary
The District Monitoring, Evaluation, and Learning Officer will ensure the district MEL-specific activities are executed as expected. S/he will conduct data analysis and advocate for data usage for performance measurement of HIV Prevention services within the district. Train and mentor cluster and health facility assistant M & E officers, CCWs district and other health workers on monitoring and evaluation.
Support MEL activities at all ANAPA sites and Catchment areas. He/she will be responsible for the district’s overall data management with guidance from the MEL Specialist.
Specific Duties and Responsibilities
- Collaborate with District Team Leads (DTL) to ensure timely data collection, analysis, and reporting for the ANAPA project.
- Support MEL activities at all ANAPA project sites within the district, including training, DQAs
- Conduct site visits to support, validate and verify all project data at the site and catchment level with cluster and facility-based DECs.
- Compile and submit weekly, monthly, quarterly, and annually to ANAPA DTLs and MEL team at the National Level.
- Works closely with district project staff to organise and participate in performance review meetings (performance against targets and quality standards)
- Provide supportive supervision, mentorship and coaching to Assistant MEL Officers, Clinical Linkage Coordinators, CPWs and Community Case Workers on documentation, data analysis and data management including filing.
- Coordinates routine data verification processes with catchment-based Assistant MEL Officers, to ensure completeness, cleanliness, and accuracy, resolving discrepancies using standard procedures or addressing discrepancies in source documents.
- Verifies entered client/beneficiary data by reviewing, correcting, deleting, or re-entering data; eliminates data duplication per DHIS Tracker data quality rules.
- Regularly test DHIS2 Tracker system changes and upgrades by inputting new data and reviewing output in collaboration with Project HOPE’S MEL personnel.
- Serves as Point of Contact for DHIS2 Tracker and other MEL-related activities for the district.
- Advocate for data usage for performance monitoring of the ANAPA Project in the districts
- Attend project-related and district data review meetings.
- Is part of the District’s Continuous Quality Improvement/ Management (CQl/M) team.
- Analyses data routinely and prepares a progress-to-target report for the District Team and other field staff as necessary.
- Support Research Knowledge Management and learning Lead in organising data collection at the district level.
- Contributes to team effort by accomplishing related results as needed.
Minimum Qualifications, experience and required skills
- A bachelor’s degree in public health, Epidemiology, Statistics/Applied mathematics and statistics or related fields with at least 3 years of related work experience in M&E, data management and analysis in the health sector.
- Previous experience in OVC programs is an added advantage.
- Proven ICT skills in Microsoft Office and Database management on at least one of the following: Excel, EPI info, SPSS, SAS, STATA, and web-based databases.
- Excellent communication skills in English and another Malawian language will be beneficial.
- Possess excellent communication, training, and facilitation skills.
- Typing and data entry skills, attention to detail, confidentiality, thoroughness, decision-making, independence, analysing information, results-driven, motivated.
