
COMESA Federation of National Associations of Women in Business (COMFWB)
The Common Market for Eastern and Southern Africa Federation of National Associations of Women in Business (COMFWB) is a COMESA institution based in Lilongwe, Malawi. COMFWB was established by the COMESA Heads of States and Government in 1993 in pursuant of articles 154 and 155 of the COMESA Treaty, which recognize the role that women play in the economic and social transformation efforts of the region. The Treaty also recognizes the role of women in business especially their participation in Agriculture, Industry and Trade.
COMFWB is implementing its 2021-2025 Medium Term Strategic Plan (MTSP) which aims to achieve the following strategic goals: To Strengthen the Institutional Capacity; To Strengthen the Resource Mobilization Capacity; To Strengthen Development Programs for Women in Business; and to Enhance the Advocacy, Public Image, and Branding of COMFWB.
In order to actualize the set-out development objectives, COMFWB intends to recruit for the following positions and hereby requests applications for the position from suitable candidates. Applications are invited from suitably qualified citizens of COMESA Member States residing in Malawi to fill the following vacant position in the Regular Established Structure of COMFWB Secretariat.
THE COMESA FEDERATION OF NATIONAL ASSOCIATIONS OF WOMEN IN BUSINESS (COMFWB) CALL FOR APPLICATIONS FOR THE FOLLOWING POSITION
JOB DESCRIPTION
JOB TITLE: Programmes Monitoring and Evaluation Officer
GRADE: General Services, Level 9 (GS9)
SALARY SCALE: COM$12,549 – COM$18,203 per annum
DIVISION: Programme Development and Implementation
TENURE: A fixed term of Five (5) years. Extension of contract is subject to the performance of the contract holder and meeting the conditions of the Staff Rules and Regulations
DUTY STATION: Lilongwe
REPORTING TO: Programmes Director – COMFWB
A MAIN DUTIES AND ACCOUNTABILITIES
Under the direct supervision of the Programme Director, and overall supervision of the Chief Executive Officer, the incumbent will perform the following duties:
- Support new program start-up, in coordination with Programs Director;
- Provides assistance in planning and implementation of programs and project initiatives;
- Monitor and Evaluate status of programme/ Project proposals and Document lessons learned, success stories, and best practices for use in project improvement and knowledge sharing;
- Prepare periodic M&E reports (monthly, quarterly, annual) for internal and external stakeholders;
- Support the preparation of training materials, workshops, and capacity-building sessions;
- Backstop Various Project trainings;
- Supervise and backstop COMFWB Liaison Officers in the Member States;
- Provide support in drafting reports and participate in the preparation of budget and work programmes related to the functioning of the programmes Department;
- Provide support in preparing Monitoring and Evaluation reports of the Unit’s work plans and Annual program budgets;
- Prepare narrative reports;
- Draft project proposals to Partners and assist in the implementation of those proposals once approved.
B MINIMUM ACADEMIC AND PROFESSIONAL QUALIFICATIONS
- Be a holder of at least a minimum of a BSc degree in Social Science or Business Administration, Finance, Natural Sciences, Economics, Project Management, Management Information Systems and any other related field.
- A Postgraduate qualification in any of the above fields as well as Training in Project Cycle Management, Results Based Management, Monitoring and Evaluation will
be an added advantage.
C PROFESSIONAL EXPERIENCE
- Must have a minimum of FIVE (5) years’ proven relevant experience in management of developmental programmes.
D COMPETENCES AND SKILLS
- Ability to work in a multicultural environment;
- Ability to work independently to meet critical and competing deadlines (multitasking), to produce high quality work in short timeframes;
- Ability to analyse and research information;
- Excellent interpersonal/teamwork skills;
- Must be computer literate with a working knowledge of common computer applications and systems;
- Excellent drafting, reporting, communication and presentation skills;
- Strong program/project management skills;
- Strong analytical skills
- Excellent planning and organising skills
- Ability to liaise with a diverse range of people and stakeholders
WORKING LANGUAGE REQUIREMENT for the POSITION
Applicants must be fluent in English and/or French and/or Arabic (speaking and writing). A combination of any two (2) or all these languages will be an added advantage.
