Assemblies of God Care, a local organization, is seeking dynamic, analytical, and highly motivated individual for the position of Monitoring, Evaluation, Accountability and Learning [MEAL] Coordinator. Under direct supervision of the Programmes Manager, the MEAL Coordinator is responsible for the Monitoring, Evaluation, Accountability, and Learning activities of the organization. The MEAL Coordinator contributes to overall program quality through the coordination, and implementation of enhanced monitoring and evaluation, accountability, and learning strategies; the emphasis is on streamlining processes and tools for efficiency, effectiveness, and sustainability of the organization.
This position is based in Lilongwe. The ideal candidate should have a work experience for an NGO in the programs department [e.g. design, management, monitoring] and has concrete experience with monitoring and evaluation, and tracking systems and processes.
Reporting Lines:
Monitoring, Evaluation, Accountability and Learning Coordinator will work under the overall supervision of the Programmes Manager.
SUMMARY OF RESPONSIBILITIES
Accountability and Monitoring Systems
[1] Develop and/or update M&E tools, databases and monthly reporting formats in close collaboration with the MEAL focal points/sectoral managers.
[2] Support the staff in mobile data collection; using Kobo Collect, and the organization to collect and analyze data.
[3] Conduct data audits and analysis to ensure high quality data, compile a report with relevant indicator data per grant, showing targets versus actuals and an action plan and send this to the Programmes Manager; Project Managers and respective District Coordinators on a monthly basis.
[4] Beneficiary counting: a quarterly gender and age disaggregated overview per grant per sector should be provided.
[5] Advise staff on data management and storage to field staff, in collaboration with IT.
[6] Manage the development of effective and sustainable feedback mechanisms to the local organization from program beneficiaries/stakeholders.
[7] Contribute to the rollout of AG Care strategic initiatives related to measurement and accountability, and enable reporting against the organization and other internationally accepted standards and requirements.
[8] Monitor overall project implementation of the organizations projects and provide feedback for the District Offices Staff Assessment, Learning, and Documentation
[9] Ensure relevant, timely, and quality support to the District Offices on assessments and evaluations; i.e. support in developing the survey tools, data analysis and report writing.
[10] Attend and participate in meetings with Managers and Officers on project monitoring and learning updates, achievements, challenges.
[11] Provide documentation and dissemination of key findings stemming from monitoring, assessment, and other learning activities.
[12] Track and ensure organized, comprehensive electronic filing of documented findings/analyses.
[13] When appropriate/applicable, facilitate and participate in information sharing opportunities among the organization/partners/donors.
[14] Co-chair project opening/implementation and closing meetings; take minutes and file accordingly
[15] Collect and file success stories, pictures, legal documents etc. and file Capacity Building
[16] Facilitate capacity building for the organization’s staff
[17] Conduct visits to projects sites and intervention areas to provide training, technical assistance, and support, as well as to ensure that accountability and learning tools and strategies are understood and being implemented effectively.
Education:
Minimum of a Bachelor Degree in Monitoring and Evaluation; Social Sciences or other relevant fields with at least two or three years of relevant professional work experience respectively.
Work Experience:
[1] Minimum of two years’ experience, preferably in similar role/with similar responsibilities.
[2] Demonstrated understanding of direct monitoring and evaluation experience, specifically in the humanitarian and development context.
[3] Demonstrated experience developing tools and systems for, and building capacity of others in skills related to, program tracking and documentation.
[4] Knowledge of monitoring and evaluation methodologies, including logical models, conceptual frameworks, and assessment/evaluation.
[5] High proficiency in Microsoft Word office applications such as word, excel and PowerPoint
[6] Preferred knowledge of mobile data collection tools such as Kobo Collect.
[7] Familiarity with information management systems and data analysis software such as SPSS, Stata
[8] Effective, high-quality communication, writing, and interpersonal skills are essential, and local language is a plus.
