VNG International implements projects to support local governance and decentralisation. For these projects, we employ experts for both short-and long-term assignments. To expand its network of expertise in Malawi, VNG International is recruiting the following profiles.

Public Finance Expert

  • University Degree in economics, finance, public administration or other related field.
  • 10 or more years of experience supporting financial management in the public sector in developing and emerging economies.
  • Experience leading work related to land-based revenues (such as ground rents and property taxes) and financial management in the land administration sector.
  • Experience leading public sector finance work in the sub-Saharan Africa region.
  • Professional experience in public financial management and implementing public financial management reform within national and sub-national institutions.
  • Prior experience on donor-funded technical assistance programs for PFM assessments, strategic reforms, and implementation.
  • Demonstrated experience with public financial management assessments and diagnostic tools (e.g., TADAT, PEFA, MTFFs, MTBFs, PERS, PETS, FRAS, PIMs, and budget transparency).
  • Experience with accounting software packages is required.
  • Excellent diplomacy and cultural awareness and the ability to interact positively with all stakeholders, especially at the ministerial level.
