TECHNICAL ADVISOR (ICT & DATA SECURITY)
A. Background
The PFEM project is implemented by GIZ on behalf of the German Federal Ministry for Economic Cooperation and Development (BMZ). It Supports key Actors in the public finance system in Malawi on aspects of budget execution, the management of public contracts and revenue mobilization. The project focuses on building institutional capacity, the use of digital systems and change management.
As of May 2024, the project work is expected to substantially expand to include the area of anti-corruption in the context of a multi-donor action. As Part of a newly created project component, central state anti-corruption institutions are to be strengthened in their performance and cooperation. In line with the thematic expansion, a project extension until March 2028 is planned.
B. Tasks
The Technical Advisor (ICT & Security Analyst) will perform the following tasks:
- Provide content-related and conceptual advice on government ICT systems integration, ICT systems security in partner institutions and prerequisites to secure data sharing (across all project outputs).
- Support in the identification, preparation and steering of consultancy missions. This includes the development of Terms of References, preparation of procurement documents in line with GIZ rules and technical evaluation of offers from bidders.
- Ensure technical coordination with relevant stakeholders of the project and with development partners in the field of digitalization, information security.
- Implementation of cross-cutting tasks such as event and knowledge management, project monitoring and reporting.
- Provide input in the preparation of conferences, workshops, study trips and other events (technical aspects).
C. Required Qualifications, competences, and experience:
Qualifications
- University Degree from a recognized university in Computer Science, Data Management, Management Information Systems, Information Systems Security, or related field.
Professional experience
- At least 6 years of relevant professional experience (e.g. ICT-security and integration-focused positions within public administration; ICT consultancy)
- Familiarity (if not demonstrated experience) with advisory approaches to assess and strengthen ICT systems integration, ICT systems security in government institutions and prerequisites to secure data sharing.
- Familiarity (if not demonstrated experience) with capacity building approaches on a human, organizational and policy field level.
- Familiarity (if not demonstrated experience) with advisory approaches to assess and strengthen ICT systems integration, ICT systems security in government institutions and prerequisites to secure data sharing.
- Familiarity (if not demonstrated experience) with capacity building approaches on a human, organizational and policy field level.
- In-depth knowledge of the institutional landscape relevant to digitalization in Malawi.
- Demonstrated experience in advising central level government institutions on ICT systems integration, ICT systems security in government institutions, ideally in the context of public financial management reform processes.
- Familiarity (if not demonstrated experience) with information security standards and frameworks (e.g. Cyber Essentials, ISO27000)
- Experience in writing and implementing technical procedures and standards.
- Experience in carrying out technical risk assessments and sharing results and recommendations with stakeholders.
- Experience in using an IT Service Management (ITSM) platform to manage cybersecurity events and incidents.
- Ability to create documentation and guides for audiences with mixed technical skills.
- Ability to support security assessments of organizations and provide digital security trainings as needed to less technically experienced staff and partners.
- Excellent communication and interpersonal skills with the ability to develop good relationships with stakeholders at all levels.
- Finely tuned organizational skills and ability to work on one’s own initiative at the conceptual level.
- Very good working knowledge of ICT (related software, phone, fax, email, the internet) and computer applications (e.g. MS Office)
- Very good knowledge of English.
