Permits and Licensing Coordinator

Core responsibilities

License, Authorizations and Permits:

  • Identify, assess, and understand the regulatory requirements for the full scope of the Project including but not limited to construction of the main and regulatory dam, transmission lines, ancillary buildings and access roads, labour and occupational health requirements, water abstraction and use, drones, Malawi standards and other authorisations.
  • Maintain an accurate structured tracker of all requirements including licenses permits obtained and applications in progress and permits not yet submitted.
  • Preparing structured minutes to meetings with institutions to support internal team information sharing and to track actions and verbal discussions.
  • Prepare and submit applications for licenses, permits, and approvals related to project development, construction, and operations ensuring compliance with all legal and regulatory obligations, securing necessary permits and timely renewals.
  • Follow up on the application processes, providing necessary documentation and information to regulatory bodies as required and chasing for responses to Project queries.
  • Prepare regular reports for internal stakeholders, highlighting progress, challenges, and upcoming milestones in the stakeholder management process.
  • Flag risks and proactively managing emerging legislation and regulation to mitigate the risk of unforeseen permits.

Internal and External Stakeholder Collaboration:

  • Work closely with internal teams including legal, Environmental and Social, Technical, and Corporate Affairs to align stakeholder management efforts with project objectives.
  • Coordinate with external consultants and advisors to strengthen the stakeholder engagement process linked to permits and authorisation
  • Build and maintain positive relationships with local government officials, public institutions, granting authorities, and other related stakeholders.
  • Represent the company from time to time in meetings, negotiations, and public forums, ensuring a clear and consistent communication channel with stakeholders.
  • Address concerns, queries, and feedback from stakeholders, fostering a collaborative and supportive environment.
  • Collaborate with project development teams to assess the impact of regulatory requirements on project planning and execution.
  • Working closely with the General Manager provide strategic insights on stakeholder dynamics and regulatory landscape to
  • Optimize project development strategies.

Internal and External Stakeholder Collaboration:

  • Responsible for ensuring compliance with MHPL procurement polices including comparator quotes, validation of business registration, tax identification, VAT, NCIC and WHT status, maintaining supplier records and issues reports as required
  • Ensure adherence to the Supplier principles for the preferred suppliers list, actively monitoring and managing supplier risk
  • Providing contractual management of contracts during the execution phase (post award) to maximise operational and financial performance and minimise commercial risk.
  • Provide contractual support to the contract mangers in the effective delivery of the contract, formal completion and closure of all the local contracts including identification and recording of commercial lessons Learnt.
  • Responsible for the delivery of the contract in accordance with governance requirements; always operating in accordance with contract, compliance, procurement policy, code of conduct, suppliers code, budget and delegation of authority
  • Support local market sounding activities lead by the project Procurement team, structuring data to provide meaningful insights into the Malawi supplier landscape. Including ad-hoc work to meet evolving demands.

Critical interfaces

  • The Permits and Licensing Coordinator oversees interactions with local government, public institutions, granting authorities, and 3rd party stakeholders for our prestigious hydropower project in Malawi.
  • Permits and Licensing Coordinator will have a key interface role across the organisation supporting good internal control practices and guiding on efficient use of company resources and adherence to budget

Critical qualifications and competencies

 Qualifications

  • Degree or equivalent in one or more of the following disciplines: law, procurement business management,, or other relevant discipline or qualified by experience
  • At least five years of work experience in the private, international organisation and/or NGO sector
  • Very good knowledge of legislation, permits, licences and regulations
  • Working in a multi-cultural context and on large infrastructure projects an advantage
  • Proven experience with the Microsoft Suite of tools (Intermediate Excel, Outlook, PowerPoint, Outlook and Word)
  • Excellent English report-writing skills.
  • Fluent in written and spoken English and Chichewa.

  • Previous experience of permitting, within construction or electrical industry would be a distinct advantage however we would consider a candidate with a solid legal background as having transferable skills
