Malawi AIDS Counselling and Resource Organization (MACRO) is a locally registered nongovernmental organization (NGO) established in 1995 to complement Government’s efforts in in the fight against HIV and AIDS and other health related issues.
MACRO’s Vision is “Malawi populace free of ill-Health” and its Mission is “Transform lives of Malawians through provision of high-quality HIV and AIDS, and other health related services”.
With funding from CDC, MACRO is implementing the IMPACT Project whose purpose is: To strengthen effective measures to address unmet needs for HTS among men, AGYW and KP/PP and HIV services for KP in CDC supported districts towards the attainment of 95-95-95 goals.
Therefore, MACRO is inviting applications from suitably qualified candidates to fill the following vacant position in Lilongwe.
Job Title: Technical Advisor KP& HTS
Location: Lilongwe
Reporting to: Head of Programs
Position Overview
The Technical Advisor HTS&KP will oversee the technical implementation of strategies to strengthen effective measures to address unmet needs for HTS among men and KP/PP and HIV services for KP in CDC-supported districts under the IMPACT project.
The position holder will oversee the delivery of high-quality interventions of the HTS and KP component for the CDC-funded IMPACT project, including other HIV-related interventions. The TA HTS & KP will provide technical direction for project staff to achieve all the HTS & KP-related intermediate results of the IMPACT project. The position holder will collaborate with other Project Leads within the project to ensure alignment of strategies with project priorities. The position holder will oversee HTS & KP work in all project districts of Lilongwe, Blantyre, Mzimba South, and Mzuzu. He/she will ensure that activities meet stipulated standards, are safe, effective, efficient, and are adaptive to emerging evidence from program data and donor priorities. The position holder will participate in review meetings with project staff, stakeholders, and the donor as well as attend technical working group meetings. The TA HTS & KP will support the training of district teams in project technical strategies. The position will be based in Lilongwe and will report to the Head of Programs.
Qualifications
- Degree in Clinical Medicine/BSC in Nursing/ Laboratory Sciences
- MPH or Master’s degree in a health-related field
- Certified HTS supervisor and a National HTS Trainer
- 5 years’ experience working at leadership level in a PEPFAR supported program
- At least 3 years working knowledge of PEPFAR/CDC HIV prevention program priorities
Knowledge and Skills
- Superior partnering skills, exceptionally strong and highly effective working relationships with internal & external partners/stakeholders especially KP stakeholders
- An in depth understanding of KP programming with demonstrable evidence.
- Flexible to work at odd hours and travel 40 % of the work time
- Excellent computer skills in Microsoft word, excel, outlook and power point
- Results oriented with a demonstrated ability to work effectively as a member of a dynamic team in a fast-paced environment and meet deadlines with competing priorities
- Strong oral and written communication
Main Responsibilities
- Provide technical leadership in developing and adapting strategies and interventions to improve the quality and responsiveness of HIV testing and linkage services among men, Key populations and AGYW programming
- Supports collaboration among partners involved in HIV programs and promotes use of nationally recognized best practices and evidence-informed HIV prevention interventions/services
- Provide technical assistance, capacity building, support, and supervision to district and partner staff on KP activities.
- Work closely with local partners, monitor their performance, provide timely feedback, and support them to meet targets and deliverables.
- Refine evidence-based training materials & curricula, job aids, SOP’s, supervisory systems and other training materials to meet the needs of the project.
- Work closely with the Project Leads, Finance and Admin staff, and HR team to ensure compliance with financial, HR and administrative procedures, and ensure efficient use of project resources
- Manage staff performance and coordinate closely with the HR team and Head of Programs to address performance gaps as well as recognize high performers;
- Ensure compliance with CDC operational policies and regulations.
- Comply with MACRO policies, code of conduct, health and safety, equal opportunities and other relevant policies and procedures.
- Document successes, lessons learned and challenges in implementation,
- Support drafting of project reports and results to the donor, including routine monthly, quarterly, annual and other reporting requirements as requested;
- Co-author abstracts presentations, manuscripts, and success stories
- Present project progress, achievements and lessons learned to CDC and PEPFAR, coordinating with the CDC Malawi HTS&KP focal person;
- Maintain excellent relationships with the donor, MOH, partners and stakeholders;
- Maintain effective internal communications to ensure that all relevant department functions are kept informed of strategies
