
Malawi Communications Regulatory Authority (MACRA)
1.0 INTRODUCTION
The Malawi Communications Regulatory Authority (MACRA) is a statutory body established under the Communications Act (Cap. 68:01 of the Laws of Malawi) to regulate the provision of services in the communications sector of Malawi, comprising telecommunications, posts and broadcasting. Under the Communications Act, MACRA is mandated to regulate and monitor the provision of communications services and ensure that, as far as it is practicable, reliable and affordable communications services are provided throughout Malawi and are sufficient to meet the demand for such services in accordance with the principles of transparency, certainty, market orientation, efficiency, and consumer satisfaction. The Vision of MACRA is to be a world-class regulator ensuring universal access to ICT services.
To fulfil its mandate effectively and efficiently with strategic leadership and management, an opportunity has arisen within MACRA to fill various vacant positions. The positions are highly demanding and require persons who have demonstrable capacity to initiate innovations geared at making MACRA a rejuvenated, vibrant and competitive Authority. The following are the details of the vacant position:
DATA ENFORCEMENT OFFICER
Job Purpose and Scope
The Data Enforcement Officer shall assist in the enforcement of data protection in line with the provisions of the Data Protection Act.
Duties and Responsibilities
- Assist in providing direction in the enforcement of data protection including data collection and data entry.
- Participate and provide input in Data Protection strategy formulation process.
- Manage database/records including a register of data controllers.
- Investigate data breaches from any persons under the Data Protection Act.
- Conduct investigations based on complaints made by data subjects or third parties as provided for the Data Protection Act.
- Assist in developing data protection registration system and certification standards and data protection seals and marks.
- Assist in overseeing on data processing operations in the country.
- Assist in verifying the processing of data in accordance with the Data Protection Act.
- Enforce compliance with the Data Protection Act in relation to the transfer of personal data outside the country.
- Assist in conducting risk assessments and security analysis on reported incidents.
- Supervising inspections of all public and private entities on the processing of personal data in the country.
Requisite Qualifications and Experience
- Bachelor of Law Degree (LLB).
- Certification as a Data Enforcement or Protection Officer will be an added advantage.
- At least 3 years’ experience as a legal practitioner or in a compliance office.
- Strong knowledge of data privacy and data protection laws and regulations, and a good understanding of other major privacy frameworks and evolving legislation worldwide.
