Malawi Communications Regulatory Authority (MACRA)

1.0 INTRODUCTION
The Malawi Communications Regulatory Authority (MACRA) is a statutory body established under the Communications Act (Cap. 68:01 of the Laws of Malawi) to regulate the provision of services in the communications sector of Malawi, comprising telecommunications, posts and broadcasting. Under the Communications Act, MACRA is mandated to regulate and monitor the provision of communications services and ensure that, as far as it is practicable, reliable and affordable communications services are provided throughout Malawi and are sufficient to meet the demand for such services in accordance with the principles of transparency, certainty, market orientation, efficiency, and consumer satisfaction. The Vision of MACRA is to be a world-class regulator ensuring universal access to ICT services.

To fulfil its mandate effectively and efficiently with strategic leadership and management, an opportunity has arisen within MACRA to fill various vacant positions. The positions are highly demanding and require persons who have demonstrable capacity to initiate innovations geared at making MACRA a rejuvenated, vibrant and competitive Authority. The following are the details of the vacant positions.

DEPUTY DIRECTOR OF FINANCE

Job Purpose and Scope
The Deputy Director of Finance shall assist the Director of Finance in ensuring the establishment and maintenance of effective and efficient financial management and accountability systems and procedures.

Duties and Responsibilities

  1. Timely preparation of monthly & quarterly Management Accounts.
  2. Preparation of periodic performance reports in line with relevant reporting requirements.
  3. Establishing and maintaining a robust and effective financial management and internal control system for MACRA and ensuring compliance with relevant legislation and applicable framework.
  4. Monitoring local, national and international developments that have an impact on financial management and ensuring that the Authority is properly advised of new obligations, opportunities, and strategies.
  5. Supporting the Authority in the effective management of its operations and in assisting in the development of its members.
  6. Management of the Authority’s treasury management activities including, banking facilities, cash flow, investment, and borrowing.
  7. Ensuring that the Authority has effective payment and income procedures.
  8. Ensuring that relevant inspections and regulatory and statutory audits are appropriately facilitated.
  9. Assisting in the preparation of the Authority’s annual budget and forecast of income and expenditure.
  10. Interpreting financial information and providing relevant guidance to non-finance professionals for effective decision-making.
  11. Facilitating the timely production of Audited Financial Reports for MACRA.
  12. Supervision of staff in the Finance Directorate.

Requisite Qualifications and Experience

  1. Master’s Degree in Finance or Accountancy.
  2. Professional accounting qualification such ACCA or CIMA.
  3. At least 7 years of relevant experience in finance or accountancy.
  4. Be conversant with relevant accounting standards and procedures.
  5. Be conversant with public finance management regulatory framework.
