The Local Government Service Commission is inviting applications from suitably qualified candidates to fill the following vacant posts existing in various District councils.

JOB TITLE : Principal Procurement Officer
GRADE: G/M4
SALARY: Within the range of grade G salary segment
LOCATION : Various District Councils

EXPERIENCE AND EDUCATION QUALIFICATION

Applicants must be serving Procurement Officers (Grade I/M6) with at least four (4) years’ experience at that grade in local authorities and must have a bachelor’s degree in Procurement, Purchasing, Supply Chain Management or Business Administration or CIPS from accredited Institutions.

Applicants must be a member of Malawi Institute of Procurement and Supplies (MIPS).

DUTIES

  1. Prepare individual procurement plans for designated procurement activities
  2. Verify cost estimates for designated Procurement are within budget.
  3. Ensure prompt and effective action in response to End User requirements.
  4. Prepare complex Solicitation documents (Request for Quotation Documents, Bidding Documents) Bid Evaluation Reports and draft Contracts for consideration by the Internal Procurement and Disposal of Assets Committee.
  5. Assess and reviewing contract documents, orders and similar documents in accordance with IPDC instructions.
  6. Manage negotiations with suppliers.
  7. Manage complex contract administration to ensure delivery of goods/service/works is in accordance with the contract terms and End User requirement.
  8. Monitor supplier performance and record and report poor supplier contract performance.
