Background

Banja La Mtsogolo (BLM) is a Malawian Non-Governmental Healthcare Organization established in 1987. BLM provides quality Family Planning and Reproductive Healthcare including HIV/AIDS information and interventions. BLM is a senior member of the Marie Stopes International (MSI) Partnership which works in 43 countries. We exist to improve quality of life in Malawi through family planning and reproductive health care services. We serve over 800,000 clients annually and makes a significant contribution to national family planning objectives. The organization has national coverage, operating through 25 clinics, and numerous outreach clinic sites.

Applications are invited from suitably qualified candidates to fill the following vacant position
existing in the organisation.

TRANSPORT OFFICER

LOCATION : Support Office – Lilongwe
REPORTING : Programme and Operations Director

ROLE PURPOSE:
To ensure efficient utilisation of BLM motor vehicles.

KEY RESPONSIBILITIES

  • Maintain an up-to-date inventory of BLM fleet, using a computerised system that allows quick retrieval and update of records.
  • Monitor and keep an accurate record of logbooks of all vehicles.
  • Ensure that all vehicles are in roadworthy condition.
  • Ensure that all vehicles have necessary documents as required by the Road Traffic Act and that copies of such documents are properly filed and easily retrievable.
  • Ensure drivers are regularly monitored as regards daily/weekly vehicle checklists.
  • Keep track of fuel cards, cost of fuel and consumption per vehicle.
  • Keep track of maintenance cost per vehicle.
  • Produce monthly fuel reconciliation reports, and investigate any discrepancies observed.
  • Produce monthly fuel re-imbursement reports in a timely manner.
  • Produce accident reports for Management information and insurance claims.
  • Analyse vehicle status and cost upkeep, provide recommendations to Management on vehicle disposal and replacement plans.
  • Ensure that the spare parts inventory is tracked, reported, and stored with a high degree of accountability and integrity.
  • Coordinate with other departments with vehicle planning to ensure cost effective use of resources.
  • Evaluate training needs for the mechanics, drivers, and transport staff regarding technical ability and design and implement training programs for the mechanic, drivers, and transport staff.
  • Champion the implementation of BLM Fleet Management Policy, Guidelines and Codes of Practice.

QUALIFICATIONS
Applicants must possess any of the following:

  • Diploma in Business Administration with three years’ experience in transport administration
  • Diploma in Automobile Engineering or Transport Management with three years’ experience in fleet management
  • Bachelors in Automobile or Mechanical Engineering with one year experience in fleet
    management

KNOWLEDGE, SKILLS, ATTRIBUTES AND EXPERIENCE

  • Demonstrable experience in fleet management preferably in the NGO sector
  • Comprehensive understanding of policies and procedures governing the management of motorized assets and the contracting of transportation services
  • Good communication (oral/written) skills and fluency (writing, reading, speaking) in English.
  • Good personnel management skills with proven ability to manage personnel, delegate and follow-up; must be able to “multi-task”.
  • Ability to work independently and to solve problems.
  • Rational and logical thinking; ability to find solutions to problems creatively and quickly.
  • High computer literacy and working knowledge of Excel in Fleet Management is an added advantage.
  • Valid driver’s license and clean driving record.
  • Knowledge of Malawi’s procedures, laws and regulations concerning transport management
