Background

One Acre Fund Malawi’s M&E department currently works in Zomba, Mulanje, Chiradzulu, and Blantyre districts in the Southern Region. The M&E department is responsible for evaluating the impact of our program and assessing the benefits to our farmers. Throughout the year, the department executes 5-8 mid-scale survey projects. The M&E Project Specialist will be expected to take over full responsibility for managing the Malawi program’s impact evaluation and grow into the role of “MNE Department Lead”.

During this time, the M&E Project Specialist will work closely with M&E and Program leadership on design, planning, execution and analysis of surveys.

This role is centered on 5 key responsibilities with percentage of time in brackets:

  1.  Survey Planning & Design (10%)
  2. Survey Management (30%)
  3. Data Quality Management (20%)
  4. Data Analysis (30%)
  5. Staff Development (10%)

Survey Planning & Design

  • Working with M&E and Program leadership on survey planning and design, including:
    • Sample size calculations
    • Consideration of sample selection including randomization and stratification
    • Protocols for selecting treatment and control groups
    • Instrument design focused on collecting actionable indicators and insights
    • Programming surveys into electronic platform (CommCare)
    • Carefully planning all survey activities in advance to ensure a predictable and steady flow of activity throughout the season
    • Assess survey methodology and design adjustments and improvements for the following season, where needed

Survey Management

Oversee execution of surveys in the field (with M&E Field Manager & Data Supervisor), including:

  • Regular in-field survey testing
  • Tracking of survey targets (known as Key Performance Indicators) for data collection
  • Coordinating logistics with the M&E Field Manager & Data Supervisor
  • Troubleshooting challenges
  • Flexible adjustment of surveys in response to field realities
  • Assess efficiency of survey operations and design adjustments and improvements for the following season, where needed

Data Quality Management

  • Ensure field projects have intensive data quality protocols in place. This includes:
    • Analyzing incoming data on a monthly basis to check key survey variables
    • Overseeing survey error analysis and tracking on a weekly basis
    • Overseeing collection and analysis of back check data on a weekly basis
    • Overseeing development of data quality training protocols, content creation, and training delivery
    • Assess survey precision and data accuracy, and design adjustments and improvements for the following season, where needed

Data Analysis

  • Initial analysis and presentation of data for review with M&E leadership. Including:
    • Codebook creation
    • Data cleaning
    • Summary statistics
    • Analysis in Excel and Stata
    • Regression analysis
    • Graph creation
    • Writing reports incorporating clear interpretation and actionable recommendations

M&E Staff Development

  • Overseeing the professional development of mid-level M&E staff, including:
    • Weekly check-ins with each staff member, supporting them on task prioritization, problem-solving, and providing technical guidance as needed
    • Managing staff performance through bi-annual Performance Development Reviews, promotions and bonuses
    • Developing professional development plans for each staff member and holding them accountable to those plans
    • Assess staff training and development processes, and design adjustments and improvements for the following season, where needed

QUALIFICATIONS

We are seeking an exceptional professional with minimum 2 years of practical experience with data collection in a rural setting and ideally a demonstrated passion for international development. Candidates who fit the following criteria are strongly encouraged to apply:

  • Masters degree in social sciences (sociology, economics, psychology), statistics, or other fields related to behavioral research
  • 2 years minimum practical experience working on data collection in a rural setting
  • Graduate of a 4-year University degree will be considered with at least 4 years of field research and at least 2 years survey data analysis experience
  • Practical experience designing surveys and managing field data collection
  • Knowledge of electronic data collection platforms (e.g. ODK, SurveyCTO, CommCare)
  • Understanding of best practices in experimental design concepts, such as control group selection and randomization
  • Strong analytical skills and proven capability of quantitative data analysis
  • Experience in statistical packages such as STATA, SPSS or R
  • Proficiency in Microsoft Excel using both Pivot Tables and basic Excel formula
  • Proven ability to teach/mentor others
  • Excellent ability to communicate in logical, clear, and relevant manner both verbally and in writing
  • Dedication to honesty, open to feedback, and willing to admit mistakes
  • Curious and eager to learn
  • Comfort & sensitivity working in a multicultural environment
  • Language: English and Chichewa required

Zomba, Malawi. With some local travel

DURATION

Minimum two years commitment, full-time job.
