 Family Health Services (FHS), formerly known as PSI Malawi, has partnered with the government of Malawi through the Ministry of Health (MoH) since 1994 in safeguarding the health of Malawians by using private sector approaches to reconfigure healthcare delivery – (i) through directly delivering innovative social and behavior change communications, social marketing, and social franchising across a wide range of health areas including Reproductive Health, HIV, Malaria and water-borne disease prevention (ii) by playing a market facilitation role, approaching market challenges and opportunities with a system-wide lens that unlocks a self-sustaining market with multiple players that can prioritize, adapt and ultimately thrive without external assistance and funds.

While a local organisation with deep roots in Malawi, Family Health Services is globally connected; mainly through affiliation to Population Service International (PSI), a Washington DC-based non-governmental and non-profit making organization that boasts a global network of members across over 50 countries through which FHS continues to leverage capacities, learnings, and best practice to enhance activities in Malawi. To accomplish its mission, FHS is inviting applications from suitably qualified candidates to fill the vacant positions of District Coordinator.

Reporting to the Capacity building and Service Delivery Manager, the District Coordinator shall be responsible for coordinating all program activities at district level with key stakeholders and the community; he/she will facilitate all capacity building activities at district level; manage program personnel, finances, and resources at district level; ensure program visibility; and provide program monitoring and evaluation at district level. Specifically, he/she will be required to perform the following duties and responsibilities.

District Coordination

  • Manage all program activities in the district including work plan development (annually, quarterly, and monthly).
  • Coordinate and collaborate with district stakeholders (District Health Management Team, District Executive Committee) and other partners in planning and implementing program activities, including representing FHS during district stakeholders’ meetings.
  • Participate in district planning meetings and ensure FHS projects are aligned with district priorities.
  • Support MOH outreach clinic with logistical arrangements

Community Engagement

  • Facilitate mechanisms of reporting for safeguarding issues in collaboration with community structures.

Capacity Building

  • Facilitate all capacity building activities at district level.
  • Supervise and mentor mobile outreach teams, Demand Creation/Youth Alert Officer, and ensure consistent availability of commodities for Sexual Reproductive Health and Rights /Family Planning (SRHR/FP) services.
  • Coordinate program inclusiveness for People with Disabilities.

Team management

  • Conduct performance appraisals for providers, Demand Creation/Youth Alert Officer and drivers.
  • Approve leave plans for outreach team, Demand Creation/Youth Alert Officer.
  • Ensure delegation of authority and responsibilities to others when necessary
  • Ensure conflicts are managed effectively
  • Develop and implement leave plan for all team members
  • Ensures that staff under him/her reports and knock off on duty according to PSI regulation
  • Communicates effectively and efficiently on all issues/challenges being faced by the team
  • Always promotes team- work including with demand creation, QA and M&E

Outreach services management

  • Develop mobile outreach schedule in conjunction with the team and ensure it is adhered to.
  • Mentor Team members on integrated RH services
  • Ensure that demand creation for RH services is done
  • Ensures that the team has adequate material resources for daily operation.
  • Ensure timely submission of request and reconciliation according to FHS protocol
  • Ensure timely submission of correct data, reports, and work plan
  • Maintain good relationship with MoH providers, community, and other partners
  • Ensure outreach equipment is well kept with quick requests for replacement of damaged or obsolete equipment and submits inventory on monthly basis

Financial and Resource Management

  • Manage program activity budgets, finances, and reports according to FHS standard operating procedures.
  • Review requests/documents for outreach teams and Demand Creation/Youth Alert Officers before submitting to respective managers.
  • Manage all resources at district level including fleet and fuel management including vehicle allocation, trip approvals within the district, and management of the driver, and organizations assets available at district level.
  • Manage all district warehouse commodities and supplies according to PSI warehouse management protocols.

Program Branding and visibility

  • Ensure visibility of the program at district level.
  • Facilitate development and reviewing of key messages and delivery tools for demand creation with technical support from Reproductive Health Communications department.
  • Provide feedback to communications department in the effectiveness of Information Education Communication (IEC)/promotional materials.
  • Responsible for availability of adequate IEC and branding materials in the district.

Program Monitoring and Evaluation

  • Monitor all activities for service delivery, demand creation, youth clubs, and comprehensive sexuality education to ensure effective and smooth running.
  • Manage all program data for the district (service delivery, demand creation/youth alert, Community Health Workers) and utilize it for decision making at district level.
  • Facilitate timely entry/submission of program data (service delivery, demand creation/youth alert, Community Health Workers) according to program timelines.
  • Develop and timely submit weekly, monthly, and quarterly reports to Capacity Building Manager on all program activities conducted in the district.
  • Review performance reports from service delivery team and demand creation/youth alert before submission to respective managers.
  • Conduct data verification for all service delivery points (outreach, demand creation/youth alert, community health workers) in collaboration with Ministry of Health personnel and make programmatic decision based on the findings.
  • Prepare, present, and submit quarterly reports to District Executive Committee on program progress and status.
  • Full adherence to Code of Conduct and ethical working environment principles.
  • Raise awareness of the PSI Malawi complaints/concerns reporting and response mechanism to clients, communities and/or stakeholders as appropriate.

 Qualifications, knowledge, abilities, and skills.

  • Degree in Nursing; or Diploma in Clinical Medicine with another degree in Public Health/Health Management
  • Experience working as a district coordinator or team lead.
  • 5 years proven experience in middle or lower management position in health-related area, three years of experience in health sector programs, with focus on community-based SRHR service delivery
  • Good grasp of the current issues pertaining to Reproductive Health/FP and other Social Health issues in Malawi.
  • Sound technical understanding of Malawi’s health interventions, especially SRHR/family planning.
  • Skills in facilitating training activities for community-based health workers.
  • Strong understanding of health system context, especially at the district level, including health supplies management for family planning.
  • Demonstrated ability to plan and coordinate with a variety of collaborators, including district level managers, donors, technical assistance organizations, Non-Governmental Organizations, and community-based organizations.
