CEDEP is an established human rights organization registered under the Trustees Incorporation Act of 1962. Its core function is to address the needs and challenges of LGBTIQ+ community including other minority groups whose rights are often neglected.

Background

The Centre for the Development of People (CEDEP) is actively seeking a highly qualified and experienced Chief of Party to spearhead a USAID funded project titled “Peer Solution for Epidemic Control (PROTECT).” With its significant contributions to the field, CEDEP plays a pivotal role in providing comprehensive HIV services to key populations, specifically Men who have Sex with Men (MSM) and transgender individuals (TGs). These vital services are delivered through various channels, including Drop-in-Centers, outreach clinics, and referrals to public health facilities. To further fortify their team, CEDEP is now inviting competent Malawian professionals to assume the position of Chief of Party for the PROTECT project. This paramount leadership role will drive the successful implementation of the project, ensuring substantial progress in HIV prevention and care, and making a significant impact in the fight against the epidemic.

Job Summary

The Chief of Party will assume overall responsibility for administration, program management, performance monitoring, and technical implementation, as well as oversight of all activity-related aspects. In this role, it is essential for the Chief of Party to act as the primary point of contact between the institution and USAID, maintaining regular and transparent communication with the USAID Agreement Officer’s Representative (AOR). Additionally, the Chief of Party will offer both technical and management leadership to the USAID PROTECT project, ensuring the successful execution of the work plan and attainment of project targets and objectives.

Directly engaging with the project activity areas, the Chief of Party will provide technical and programmatic oversight, offering support to all CEDEP PROTECT staff across the HIV cascade. It is imperative that technical efforts are grounded in evidence, driven by the community, and contribute to the deliverables outlined in the annual implementation plan.

 Key Responsibilities

  1. Overall Leadership:
    • Assume overall responsibility for administration, program management, performance monitoring, and technical implementation of all activities.
    • Provide technical and management leadership to the PROTECT Project.
    • Ensure the successful implementation of the work plan and the achievement of project targets and goals.
  2. Institutional Liaison:
    • Serve as the principal institutional liaison to USAID.
    • Maintain regular and transparent communication with the USAID Agreement Officer’s Representative (AOR).
    • Act as the main point of contact between the institution and USAID.
  3. Technical Oversight:
    • Offer technical and programmatic oversight and assistance directly to the project activity areas.
    • Provide technical support across all aspects of the HIV cascade to all PROTECT project staff.
    • Ensure that technical efforts are evidence-based and community-driven.
  4. Deliverables and Planning:
    • Contribute to the deliverables outlined in the annual implementation plan.
    • Monitor performance and progress toward achieving project targets.
    • Ensure that activities are aligned with project goals and objectives.

The following are the minimum qualifications required for the position:

  • A minimum of a Master’s degree in public health or other relevant field, preferably with a specialization in HIV and/or SRHR
  • Experience in a clinical discipline with significant project management experience preferred.
  • A minimum of eight to ten years of experience in the design and implementation of HIV prevention, testing, care and treatment, and KP programs and in senior leadership positions
  • A minimum of five years prior experience as a Chief of Party or similar leadership role of similar size and complexity.
  • Ability to engage with policymakers and use evidence to influence decisions.
  • Excellent interpersonal, writing, and oral presentation skills in English.
  • In-depth knowledge of PEPFAR and USAID programs, regulations, compliance, and reporting requirements.
  • Demonstrated outstanding leadership, strategic thinking, organizational, team-building, and representational skills.
  • Expertise in research to practice—identifying and adapting best practices to specific project contexts.
  • Excellent skills in facilitation, team building, and coordination.
  • Excellent verbal, written interpersonal and presentation skills in English.
  • Ability to coach, mentor and develop technical capacity in national programs and technical staff.
