SUSTAINABLE FOOD SYSTEMS FOR RURAL AGRICULTURE TRANSFORMATION AND RESILIENCE (TRANSFORM) PROGRAMME EVALUATION
Programme Background
Norwegian Church Aid-Danish Church Aid (NCA-DCA), in partnership with Norwegian University for Life Sciences (NMBU), with funding from Ministry of Foreign Affairs through the Royal Norwegian Embassy is implementing a Sustainable Food Systems for Rural Agriculture Transformation and Resilience Programme (TRANSFORM) programme. At the community level in Dowa, Mchinji, Kasungu, Mzimba and Rumphi districts, the programme is being implemented by Total Land Care (TLC), Assemblies of God Care (AG Care), Trustees of Agricultural Promotion Programme (TAPP), Find Your Feet (FYF) and Catholic Development Commission in Malawi (CADECOM). The programme has integrated and consolidated diverse skills, experiences, and lessons from past initiatives of the Development Fund of Norway (DF), Norwegian Church Aid (NCA) and the Norwegian University for Life Sciences (NMBU), based on a long history of implementing successful climate change resilience, research and innovation, agricultural and natural resource programmes in Malawi. The central theme of the programme has focused on a new paradigm shift that blends climate change resilience through climate-adapted practices, development of sustainable food systems, action research and market-led value chain approach to produce greater and more sustainable impacts on the lives, livelihoods, and resilience of smallholder farmers in Malawi. Since its inception in 2020, the programme has successfully reached out to the targeted 150,000 agriculture-dependent rural households and the implementation is expected to phase out in December 2025.
Purpose of the Evaluation
The primary purpose of the endline evaluation is to systematically assess the achievements of the TRANSFORM Programme against its predetermined objectives, outcomes and all associated indicators to inform stakeholders about its relevance, coherence, effectiveness, efficiency, sustainability, and areas for improvement.
Specific Objectives of the Evaluation
The evaluation will have the following specific objectives:
- Evaluate the extent to which the programme has achieved its stated outcomes related to productivity and diversification, nutritional security, entrepreneurship, and market access. The programme has the following outcomes:
- Outcome 1: Increased productivity, production, diversification, and resilience to climate change at the household and community levels.
- Outcome 2: Increased consumption of safe, nutritious, and diverse food by households.
- Outcome 3: Improved profitable market access and entrepreneurship opportunities.
ii. Determine the relevance, coherence, effectiveness and efficiency of the programme interventions.
iii. Identify and document key challenges, lessons learned and best practices of the programme.
iv. Examine the sustainability of programme benefits and whether the systems and structures established will continue to contribute to improvements in the household’s livelihoods after the programme is phased out.
Required Expertise and Qualifications
The consultants must be a suitably qualified team of individuals or consulting firm with the following qualities/attributes:
- Team leader has an advanced university degree (master’s or PhD) in any of the following fields – economics, agricultural economics, statistics, agribusiness, social sciences, project management, and monitoring and evaluation.
- Team leader has a minimum of 5 years of practical experience in conducting evaluation assessments. Those with experience in evaluating agriculture, climate change, and value chain programmes/projects will have an added advantage.
- Expertise in quantitative and qualitative research methodologies.
- Proficiency in digital data collection and analysis tools such as ODK, KoboToolbox, SurveyCTO, MS Excel, Stata, and SPSS.
- Excellent written and oral communication skills in English with the ability to translate complex research into actionable reports,
- Ability to communicate effectively with diverse stakeholders, including government, donors, and community members.
- Proven skills in producing high-quality documentation, such as research reports, policy recommendations, and case studies for evidence-based advocacy.
