WHO’s response to outbreaks aims to help Member States build sustainable capacity and a robust system of detection, analysis, reporting and rapid response. epidemics and other public health events with a serious potential impact.   1. Provide expertise and technical guidance in the area of ​​outbreak preparedness and response, including the provision of expertise and informed advice for data collection, validation, analysis and dissemination, design and implementation of the early warning and rapid response system, and coordination of related activities.
  2. Establish and maintain close collaboration with a diverse range of staff from the Ministry of Health (MoH), health care institutions, state health offices, and partners to promote and facilitate effective cooperation in the delivery of health care. implementing related policies and procedures.
  3. Produce comprehensive strategies and guidelines for effective and quality interventions in the field of outbreak preparedness and response, including the integrated disease and response system (IDSR), monitoring and surveillance. rapid assessments EPR appropriate during emergency situations;
  4. Provide support for strengthening the country’s capacity to acquire critical IHR capacities. Monitor developments, identify key deficiencies, and support review and re-planning to meet critical capability requirements.
  5. Ensure that health needs during humanitarian emergencies are identified through planning and joint and inter-cluster coordination of sectoral responsibility, from initial rapid assessments tailored to the local context of IDER’s toolkit. identification of hazards and risks, as well as a recovery for more in-depth assessments of the health subsector, as appropriate.
  6. Mobilize health cluster partners to contribute to the establishment and maintenance of an adequate early warning and rapid response system, and to report regularly on health care services. Ensure close collaboration and ongoing contact is established with the MoH and state health units to ensure timely communication for events with potential health risks, including outbreaks. Monitor trends and report on potential emergency situations to ensure a coordinated and timely response.
  7. Monitor WHO’s internal capacity for implementation of the WHO Emergency Response Framework (ERF), in collaboration with other units within WHO. Participate in the development of strategies and implementation of interventions to strengthen the capacity of the WHO Office for the implementation of the WHO Emergency Response Framework (ERF).
  8. Support the MoH, in collaboration with the Regional Office and Headquarters, to strengthen cross-border collaboration, capacity building and information sharing.
  9. Support the health sector cluster to identify and link health sector stakeholders to existing mechanisms for health coordination, including national health authorities, national and international organizations, and health sector coordinators as well as civil society organizations (CSOs).
  10. Secure information from a diverse range of health sectors, analyzing and recommending actions and guidelines for developing medium- and long-term work plans and strategies, including consolidating data and trends, with particular attention to surveillance, monitoring and early warning;
  11. Builds a competent team by securing the best resources, allotting learning opportunities, and providing on-going coaching and feedback. Sets clear performance expectations, delegates effectively, and monitors and measures progress against objectives;
  12. To guide, coach, motivate and manage all the EPR Cluster staff under him/her (i.e. Health Financing Officer; Service Delivery/District health Systems Officer; UHC Officer, and the HSS Programme Assistant) including articulating the vision and goals of this sub-team in the Senior Management Office (SMO) Cluster, ensuring the coordination, monitoring and approval of work plans and mission requests, resolving problems while promoting effective team work and results, within the framework of WHO Staff Rules and Regulations, and AFRO accepted procedures. Essential: Degree in Medicine and post graduate in Public Health and/orEpidemiology and/ or Health Sciences or any other related discipline.
Desirable: Postgraduate studies in any of the above or related fields. Training in disaster management, essential statistical packages and information management system will be an added advantage.


Essential: At least five (5) years’ related experience, especially in the field of outbreak preparedness and response and/or surveillance. Knowledge of the local health sector cluster principles and operating mechanisms.
Desirable: Good knowledge of WHO’s surveillance system, program management and end-to-end institutional processes, as envisioned in the Global Management System; Experience in project management, ideally in the UN system or in a public health context; Experience in training staff in the field of health information monitoring and management systems.


  1. Proven knowledge in the field of surveillance and surveillance systems related to outbreak preparedness and response, supplemented by expertise in epidemiological or statistical data collection, estimation, analysis and evaluation and monitoring in the context of public health.
  2. Knowledge of activities and strategies for polio eradication, reduction of measles mortality and elimination of neonatal tetanus, and routine and supplementary immunization activities. Ability to conceptualize and promote innovative policies and strategies.
  3. Very good communication skills. Ability to communicate and write in a clear and concise manner, to develop effective guidelines. Excellent negotiation skills and perfect interpersonal skills, complemented by an ability to motivate and lead others and to promote consensus.
