Pharmacy and Medicines Regulatory Authority (PMRA)

Pharmacy and Medicines Regulatory Authority (PMRA) is a Statutory body created by an Act of Parliament No. 9 of 2019 with the mandate to regulate medicines and allied substances, pharmacy businesses and the practice of pharmacy in Malawi.

In a bid to strengthen human resource capacity in delivering this mandate, the Authority is inviting applications from suitably qualified, highly motivated and experienced persons of Malawi origin to fill various positions tenable at its Head Office in Lilongwe. The following are the details of the vacant positions: –

JOB TITLE : SENIOR INTERNAL AUDIT & RISK MANAGEMENT OFFICER
Grade: PMRA 4
Location: Head Office
Responsible to: Functionally – Board of Directors Administratively – Director General

Job Purpose

To lead in the review, evaluation and enforcement of Authority’s accounting, operational and other internal control systems and the application of policies.

Key Roles and Responsibilities

  1. Identify activities subject to audit coverage, evaluate their significance, and assess the degree of risk inherent in the activity in terms of cost, schedule and quality
  2. Evaluate risk management systems
  3. Prepare comprehensive audit plan covering all areas of activity based on assessed risks
  4. Monitor and enforce compliance with internal control systems and regulatory requirements
  5. Provide audit and risk assessment reports to management and the Board
  6. Improve audit and risk management activities and programmes based on previous audit work
  7. Manage audit and risk management activities in line with budgeted resources
  8. Enforce audit standards for improved performance
  9. Review and evaluate the resource control systems
  10. Investigate cases of fraud in the Authority
  11. Prepare and control implementation of departmental budget
  12. Coordinate and support external audits

Minimum Qualifications and Experience

  • A Bachelor’s Degree in either Accounting, Commerce or Business Administration (accounting)
  • A professional qualification in accounting
  • Must be a member of IAA
  • 3 years’ experience in auditing/accounting at officer level
  • Ability to gather, analyze and evaluate facts and reports

Person Specifications

  • Professionalism and positive attitude.
  • Good communication skills
  • Prescribes and believes in the Code of Ethics for Internal Auditors.
  • An ability to work under minimum supervision.
  • Knowledge of current professional auditing standards, procedures and reporting requirement
  • Knowledge of operating systems and related risks and controls as well as audit techniques for computer applications
