EMPLOYMENT OPPORTUNITY – MONITORING AND EVALUATION (M&E) OFFICER (1 POSITION)
CRECCOM is part of a consortium implementing a Government of Malawi Program called the Building Education Foundation through Innovation and Technology (BEFIT). The program is a national rollout of a tablet-based learning intervention for all learners in Standards 1-4 in all public primary schools, reaching approximately 3.8 million learners in 6,000 schools. The goal is to improve learning outcomes in reading and numeracy through individualized, self-paced instruction delivered via specialized Android tablet applications.
The BEFIT program is led by the Ministry of Education through the Directorate of Open Distance and e-Learning (DODeL) and the Directorate of Basic Education, with support from a consortium including Imagine Worldwide (IW), Voluntary Service Overseas (VSO), One Billion (OB), Implementation Support Partners (ISPs), and Technical Support Partners (TSPs).
CRECCOM is the ISP for Mulanje, Thyolo, Zomba Urban, Blantyre Rural, Blantyre Urban, Chiradzulu, and Phalombe education districts, supporting implementation in 158 schools. To strengthen program monitoring, learning, and decision-making, CREccOM seeks to recruit a competent and motivated Monitoring and Evaluation Officer for the program.
Period of Contract
This position is offered on a fixed-term contract for 13 months (August 1, 2025 – August 31, 2026), with no guarantee of extension. The successful candidate is expected to deliver all responsibilities within this timeframe, contributing to program learning and accountability.
Role Purpose
The Monitoring and Evaluation Officer will be responsible for supporting effective data collection, analysis, reporting, and learning across the 158 assigned schools. The M&E Officer will work closely with Field Officers and zone and district implementation teams to ensure high-quality, timely monitoring of program activities and outcomes.
Key Responsibilities
- Coordinating with district and zone officers to implement school-level data collection routines, ensuring completeness, accuracy, and consistency of program monitoring data.
- Providing technical support to schools and zone officers on monitoring tools, indicators, and reporting formats aligned with BEFIT’s Monitoring, Evaluation, Accountability and Learning (MEAL) framework.
- Facilitating orientation sessions and ongoing training for zone and district officers on data use, dashboard navigation, and reporting protocols
- Conducting periodic field visits to monitor program implementation, verify reported data, and provide feedback for continuous improvement
- Analyzing data from school monitoring visits and supporting the documentation of progress, challenges, lessons learned, and recommendations
- Ensuring timely uploading and validation of data in dashboards and databases, coordinating with ICT Leads where necessary.
- Supporting schools in using monitoring findings to improve program fidelity, learner engagement, and problem-solving
- Participating in internal evaluations, spot checks, and learning reviews as scheduled by the implementation consortium.
- Generating routine reports and brief summaries for use by CRECCOM, Ministry of Education officials, and consortium partners
- Ensuring that data confidentiality and ethical protocols are upheld at all stages of M&E activities.
Qualifications and Experience
- Minimum of a bachelor’s degree in Statistics, Education, Development Studies, Project Management or a related field.
- Experience in monitoring and evaluation, education, development, and project management for at least five years.
- Proven experience in data collection, analysis, and reporting, including the use of mobile tools, dashboards, and data analysis packages
- Strong understanding of MEAL frameworks and tools, including use of qualitative and quantitative methods.
- Ability to ride a motorcycle is mandatory.
- High level of organization, independence, and ability to manage multiple tasks under pressure.
- Strong interpersonal, communication, and facilitation skills.
