EFFECTIVE MANAGEMENT OF MCHINJI ECOSYSTEM FOR RESTORATION OF UPPER BUA RIVER CATCHMENT PROJECT
TERMS OF REFERENCES
PROJECT FINANCE AND ADMINISTRATIVE OFFICER

1. Background
The Global Environment Facility (GEF) through United Nations Environment Program (UNEP) is funding a number of medium-sized projects to support Effective Management of Biodiversity in Malawi. The projects include Mchinji Ecosystem Restoration Project, Invasive Alien Species Management Project and Updating of the National Biodiversity Strategy and Action Plan among others. The projects are expected to be completed by May 2027.

The Ministry of Natural Resources and Climate Change through Environmental Affairs Department is seeking to engage a Finance and Administration Officer to support financial management and administrative aspects of the projects.

2. Key Duties and Responsibilities
As a key member of the Technical Coordination team, the Finance and Administrative Officer will report to the Project Coordinator and will have the following duties and responsibilities:

2.1 Develop and administer timely annual budgets and ensure financial management of the project.

2.2 Analyze finances and supervise the projects’ accounts including expenditure records.

2.3 Provide and prepare all relevant finance and administrative project reports to the Project Coordinator

2.4 Process payments through cash flow and monthly bank reconciliations.

2.5 Management of vehicles and fuel replenishment.

2.6 Coordinate the procurement and support the development and management of project contracts

2.7 Manage (physical verification, distribution and electronic inventory) all assets, and

2.8 Communicate with the project implementation team and address issues affecting process execution or delivery.

2.9 Sustain standard policies and procedures.

2.10 Office supplies management including office maintenance, utilities, service staff

2.11 Coordinate logistical and administrative arrangements for seminars, workshops and meetings including project steering committee meetings.

2.12 Manage Office supplies.

2.13 Maintain records of technical and financial aspects of the project, including monitoring of project activities and their outcomes; as well as minutes, decisions and recommendations of meetings and workshops.

2.14 Prepare timely and comprehensive project reports for submission to the donor.

2.15 Facilitate independent annual verification exercises

3. Academic Qualifications
A minimum of Bachelor’s degree in Finance, Accounting or Business Administration from an accredited institution with at least seven (7) years work experience or a Master’s Degree in Finance, Accounting or Business Administration with at least five (5) years work experience.

4. Required Knowledge/ Experience and Skills

4.1 Experience in managing donor funded projects.

4.2 Knowledge in Basic computer skills (MS Office and other statistical packages)

4.3 Excellent communication skills in both written and oral English and local language.

4.4 Practical experience in managing operations, budgets and donor client.

4.5 Practical experience in project administration and financial management.

5. Contract duration and nature: three (3) years with a possibility of extension
