PSI seeks a Senior Advisor I, Technical that will Support the technical functions of a technical department, project, or network member, including leading or managing the implementation of technical activities in line with PSI and global best practices. Involved in and may lead the design of technical activities and strategy of a technical department, project, or network member. Contribute to and may lead internal capacity building efforts across the PSI network. An internal and external thought leader in their field.
Job Description
Job Title : Senior Advisor I, Technical – Social Behaviour Change
Report to : Deputy Country Representative with Dotted Line to Senior SBC TA -HQ
Supervision : Individual Contributor
Location : Blantyre
Job Purpose : This role is dedicated to offering technical support in the design, development, and implementation of Social and Behaviour Change (SBC) and Communication interventions, specifically focused on strengthened capacity to sustainably promote product and service uptake in Malawi. Functioning as a subject matter expert in SBC and application of Human-Centered Design, the incumbent provides essential technical assistance to enhance the capacity of the local PSI network member, key government institutions, and other partners. The overarching aim is to ensure effective delivery of results aligned with strategy, meeting donor expectations, and adhering to global best practices. Additionally, the incumbent takes on the responsibility of providing external communication support to the PSI branch office and manages liaison and stakeholder relations within the HIV space. Lastly, the role serves as a valuable resource for south-to-south technical assistance for PSI global services as and when required.
SBC STRATEGY DEVELOPMENT
- Supports SBC strategy formulation, and providies technical guidance on appropriate use of HCD techniques to inform, test components and validate elements for inclusion in SBC strategy
- Sets strategic priorities for each of the of the marketing mix elements.
IMPLEMENTATION OF SBC ACTIVITIES
- Analyses evidence to determine best practice and extends a learning eye to global communities of practice to inform and adapt approaches as appropriate.
- Provides support and oversees the development of implementation plans to operationalize the SBC strategy in liaison with project leads.
- Defines resource needs to support SBC activity implementation
- Tracks progress in implementation of activities as guided by implementation plans.
CAPACITY BUILDING (STAFF, PARTNERS, GOVERNMENT)
- Support capacity building of network member and project consortium staff and partners engaged in activities related to SBC, HCD and marketing area of expertise.
- Provides access and signposting to SBC resources, this includes acting as a conduit for best practice prioritized in the PSI SBC community of practice.
AGENCY/ CONSULTANT MANAGEMENT
- Develops scope of work and participate in supplier assessment in liaison with procurement and project leads
- Develops monitoring guidelines for agency/ consultant work to ensure quality execution and cost efficiency.
- Support consultants in navigating implementation and relationships with funder, government and other implementers as needed.
- Review consultant outputs and support synthesis of knowledge products
CORPORATE COMMUNICATIONS, ADVOCACY AND STAKEHOLDER RELATIONSHIPS
- Develops and manages strategic partnerships with external stakeholders and partners including with the Ministry of Health, technical working groups, conferences and policy oriented forums.
- Provide corporate communications support to the PSI branch office.
- Ensure effective collaboration with internal PSI departments including working closely with program management team, procurement, health area research advisors and identifying when and how to pull in support from other global or network member technical resources.
- Represent PSI including in conferences and technical meetings
KNOWLEDGE MANAGEMENT AND TECHNICAL AREA THOUGHT LEADERSHIP.
- Contribute to the development and implementation of the thought leadership and knowledge management agenda, this includes development and dissemination of technical area and program level briefs, planning and conducting/participation in webinars, development of reports for external sharing.
- Support sharing of learnings to inform/ influence policy and to the broader community of practice
NEW BUSINESS DEVELOPMENT
- Supports in new business development by identifying, pursuing and developing new business. This includes contribution by researching, landscaping, writing sections specific to technical expertise or developing concept notes in line with SBC technical area.
Policy Influence
- Supports the Government of Malawi by elevating consumer insight from implementation experience, research evidence and global best practices to inform policy formulation.
- As a subject matter expert, is a voice on the table ensuring local policy aligns with best practice,
- Leverages strategic relationships and technical knowledge to harmonise local policies and supports adoption and adaption of emerging promising practices.
SBC TA
- Provide technical support to other country projects In the PSI network
QUALIFICATIONS AND EXPERIENCE
- Masters degree in SBC, Health Promotion, Marketing, Journalism or related field
- 10 years demonstrated experience in designing and managing comprehensive consumer marketing and behavior change initiatives that are based on the identification of influential insights/behavioral determinants for priority audiences.
- Experience providing technical support to government and implementing partners in the global south including Zimbabwe, Malawi, South Africa, Botswana and Namibia.
- Experience in HIV prevention including VMMC, HIV Testing, Condom programming and pre-exposure prophylaxis.
- Experience with Interpersonal Communications, Brand management; Human Centered Design, marketing planning and control; advertising and media agency relations, campaign planning and implementation.
- Experience working in social and behavior change (SBC), with a proven track record in human-centered design.
- Well developed core skills across research, data analysis, intervention design, prototype testing, knowledge management, and SBC planning and execution.
- Strong oral, written, and analytical skills.
