Proposal Objective: 

SI is bidding on a proposal funded through the Millennium Challenge Corporation (MCC) Malawi Compact to conduct the Accelerated Growth Corridors Project (AGC) Evaluation. The AGC Project aims to reduce the barriers between farm and market by improving road conditions, encouraging a more transparent and competitive business environment for transporters, and addressing first mile transportation challenges for smallholder farmers. The project will support policy and institutional reforms to enable better road planning and maintenance of AGCs and associated infrastructure, as well as safer conditions for women to move and conduct economic activity along the corridors. The period of performance is anticipated to be between 5-9 years.

Position Description:

SI is seeking a HDM-4 Specialist/Transport Economist to support the evaluation of the MCC Malawi Compact AGC Project. The HDM-4/TE is responsible for supporting the design and implementation of data collection for HDM-IV modelling, providing inputs into the evaluation design, data collection, and reporting. The evaluation is expected to be a performance evaluation, with HDM-4 modeling preferred.

Position is contingent upon the award of the contract to Social Impact. Anticipated award date in April 2025. Level of effort is to be determined.

Responsibilities:

  • Provide subject matter expertise on HDM-4 modeling including advising on the design, implementation, and quality assurance of data collection.
  • Contribute to deliverables at all phases of the evaluation, including the design report, data collection plan and report(s).
  • Actively participate in data collection and analysis at all stages and support the development of data collection instruments as they relate to HDM-4.

Participate in client and stakeholder communication and presentations, and interface with program implementers as requested by the Team Leader.

Required Qualifications:

  • Minimum of a Master’s degree in economics, engineering, statistics, or another field directly relevant to the evaluation.
  • Strong economic, statistics and econometrics skills, including experience with detailed, high-level data analysis and sampling.
  • At least 5 years of demonstrated experience designing and carrying out pre-post and HDM-4 modelling of transportation performance evaluations.
  • Excellent written and spoken English.
  • The following qualifications are preferred:
    • Experience designing and/or implementing: vehicle operating cost surveys, traffic counts, roughness and surface condition data collection, and origin-destination surveys.
    • Prior experience in the transport sector in the context of Malawi or the surrounding region highly preferred.
