Terms of Reference (TOR) for an External IT Officer

Organization: World Relief Malawi

Position: External IT Officer

Reporting to: Director of Finance and Administration

Duration: 3 Months

Overall Objective

The External IT Officer will provide technical expertise and support to World Relief Malawi’s IT infrastructure, ensuring the smooth operation of its systems and networks. The officer will work closely with the internal IT team to identify and address IT-related challenges and implement solutions to enhance the organization’s efficiency and effectiveness.

Key Responsibilities

1. IT Infrastructure Support

  • Provide technical support for all IT systems and networks, including servers, workstations, and peripherals.
  • Troubleshoot and resolve hardware and software issues.
    Maintain and update IT systems and software.
    Ensure the security and integrity of IT systems and data.

2. Network Administration

  • Manage and maintain the organization’s network infrastructure, including routers, switches, and firewalls.
  • Configure and optimize network settings for optimal performance.
  • Implement network security measures to protect against unauthorized access and cyber threats.

3. Data Backup and Recovery

  • Develop and implement data backup and recovery procedures.
  • Test backup systems regularly to ensure their effectiveness.
  • Restore data in case of system failures or data loss.

4. IT Project Management

  • Assist in the planning, implementation, and monitoring of IT projects.
  • Coordinate with internal and external stakeholders to ensure project success.
  • Provide technical expertise and guidance throughout the project lifecycle.

5. IT Consulting and Training

  • Provide IT consulting services to staff and departments.
  • Conduct training sessions on IT systems and best practices.
  • Assist in the development and implementation of IT policies and procedures.

6. Provides administrative support

  • Provision of advice on and assistance in procurement of ICT equipment, provision of technical specifications and information on best options, review of quotations and bids;
  • Maintenance of an up-to-date inventory of WRM software and hardware;
  • Provision of ICT support to key events.
  • Provide support to end users to ensure that all IT issues are resolved in an efficient and timely manner

Qualifications and Experience

  • Bachelor’s Degree in Computer Science, Information Technology, or a related field.
  • Minimum of 5 years of experience in IT support and network administration.
  • Strong technical knowledge of hardware, software, and networking technologies.
  • Experience managing IT needs of an organisation, specifically: familiarity with Windows and MS Office Products (Word, Excel, PowerPoint, Access, Outlook), LAN/WAN infrastructures (routers, modems, switches, etc.); trouble shooting and administering a Microsoft Windows based network (LAN) and servers; good working knowledge of Windows server and domain system configuration, antivirus software for workstations and servers etc.
  • Excellent problem-solving and troubleshooting skills.
  • Strong communication and interpersonal skills.
  • Ability and experience of training end users or staff Ability to work independently and as part of a team.
  • Experience working in a non-profit or humanitarian organization (preferred).

Deliverables

  • Regular reports on the status of IT systems and projects.
  • Recommendations for IT improvements and upgrades.
  • Timely resolution of IT issues and problems
  • Contribution to a positive and supportive work environment.

Terms and Conditions

The External IT Officer will be contracted on a Level of Effort (LOE) of up to 40%

  • The contract will be for a period of 3 months.
  • The officer will be expected to adhere to World Relief Malawi’s policies and procedures.
