Position Title – Technical Director
Pakachere IHDC seeks to recruit a Technical Director to strengthen human, organizational, and systems capacity and deliver innovative and differentiated services to Key and Priority Populations. The project will provide direct service delivery and technical assistance to key stakeholders in targeted districts of Blantyre, Mangochi, Lilongwe and Mzimba North.
Job Purpose
The Technical Director will directly support the Chief Of Party in the design, day-to-day management, and implementation of high-quality integrated HIV and Sexual and Reproductive Health and Rights services using Drop-in Centers and community-based prevention interventions and related community strengthening activities. S/he will provide overall support for delivery of quality clinical services, supervision of clinical teams and ensuring that DICs meet exceptional standards for delivery of quality and client centered services. He/she shall ensure that DICs always meet SIMS requirements. The Technical Director, HIV/AIDS will serve as the project’s technical lead and will be responsible for technical leadership and technical supervision of project activities, working closely with the Chief of Party, project team, and partners.
Responsibilities include:
- Provide strategic and technical leadership in Key Population prevention interventions and related community strengthening activities targeting populations at high risk of HIV infection.
- Coordinate work planning for project teams.
Supervise and coordinate the technical team to ensure the timely achievement of goals and activity objectives. - Provide technical guidance and supervision to district technical teams as they identify and reach individuals at high risk of HIV infection and link them to HIV treatment and care services.
- Participate in reporting deliverables to the donor.
- Build the technical capacity of district teams to ensure delivery of high quality, person-centered HIV prevention, care and treatment services.
- Cultivate strategic relationships with USAID, team members, donors, private sector entities, government ministries and other stakeholders.
- Represent the project to the public and to professional counterparts through meetings, conferences and presentations.
- Ensure that best practices are implemented with fidelity at scale.
- Lead district technical team to innovate, document and share best practices.
- Provide technical inputs into project activities, including activity design, work planning, implementation, monitoring, and evaluation in coordination with the Chief of Party.
- Provide technical quality assurance through trainings, mentorship, technical support, and capacity building.
- Lead and support the Chief of Party with clinical and technical direction to reduce HIV incidences and AIDS-related morbidity and mortality by increasing access to and uptake of treatment and prevention services for all populations and by strengthening delivery of high-quality services in all the DICs.
- Supervise clinical teams, technical specialists, and staff while working closely with other project staff and District Health Office as well as facility – based staff from MOH.
- Use surveillance data to inform programming for activities that permit it to achieve epidemic control for all target groups.
- Ensure the technical soundness and appropriateness of all project assistance and clinical service delivery.
- Incorporate Malawi’s HIV/AIDS Indicator and Impact Survey estimates in the planning process to maximize the impact of programming.
- Implement innovative strategies that evidently increase testing yields using Differentiated Service Delivery Models such as index testing and Social Network Strategy, as well as reducing lost-to-follow-up through “recapture” campaigns using data to identify those who have interrupted treatment and other applicable approaches to address unmet needs and to close gaps in the treatment continuum.
- Oversee and monitor site level performance, including clinical work planning, performance management, case finding, linkage to prevention services, and care continuum linkage approaches.
- Identify issues and risks related to project implementation in a timely manner and make appropriate program adjustments.
- Provide on-going support to DIC clinical staff and ensure high clinical standards in all DICs in terms of quality of services delivery, storage of data and commodities, quality of data generated at DICs as well as general outlook of the DICs.
Qualifications:
- Master’s Degree in Public Health with strong clinical background and experience working in large scale HIV prevention, care, treatment and support programs for key and vulnerable populations.
- At least five years of senior level management experience in the design, implementation, and management of an activity of similar size, complexity, and setting.
- Demonstrated experience in institutional strengthening working with key population groups,
- AGYW, and network of people living with HIV.
- Demonstrated success in interventions in advocacy and advancing key populations with HIV engagement in the national HIV response.
- Strong knowledge of Government of Malawi health initiatives and related reporting requirements.
- Demonstrated technical knowledge and experience in all components of HIV/AIDS programming and cross-cutting areas such as health systems strengthening.
- Proven experience of managing a clinical set-up leading service delivery, quality assurance and supervising a team of health care workers.
- Proven experience in using data to increase efficiency and streamline programs;
- Excellent interpersonal and organizational skills.
- Fluency in English required.
- Demonstrated leadership, versatility, and integrity.
