A. INTRODUCTION AND BACKGROUND
The Malawi Energy Regulatory Authority (MERA) was established under the Energy Regulation Act No 20 of 2004 with the mandate to regulate the energy sector in Malawi in a fair, transparent, efficient and cost-effective manner for the benefit of consumers and operators.

An opportunity has arisen to engage qualified persons of Malawian origin to fill position of Senior Fuels Regulation Specialist tenable at MERA Head Office in Lilongwe. Management therefore invites applications from suitably qualified candidates to fill the position on permanent basis.

The following are the required academic and professional qualifications, personnel, and work-related traits for the position:

B. POSITION

Post : SENIOR FUELS REGULATION SPECIALIST
Grade : M4
Reporting to : Director of Fuels and Gas
Responsible for : Fuels Regulation Specialists

Purpose of the Job
To ensure adherence to safety, environmental and quality standards inthe Fuels supply chain.

Key Duties

  1. Developing technical specifications for infrastructure along the fuel supply chain and statistically based fuel
    quality monitoring systems to ensure compliance to safety, environmental and quality standards for the
    existing and potential investors.
  2. Processing and recommending for approvals new applications and renewals for fuels license applications.
  3. Investigating accidents, incidents and complaints related to the fuel sector.
  4. Leading teams in conducting regulatory inspections to assess compliance with set fuel regulations and standards.
  5. Compiling fuel energy inspection and investigations reports
  6. Developing procedure manuals for construction, blending, storage, distribution and transportation of fuels and ensure stakeholders education and general public awareness.
  7. Liaising with Government and other stakeholders and representing the Authority on technical matters relating Fuels sub sector.
  8. Allocating and supervising the work of the Fuels Regulation Specialists.Developing statistically based quality monitoring system to ensure compliance with regulatory requirements. 

Minimum Education Qualification and Experience
The ideal candidate for the position must:

  1. Have a Bachelor of Science Degree and Master of Science Degree in Chemistry or Chemical engineering or
    mechanical engineering or Petroleum Engineering.
  2. Have at least Four (4) years’ post qualification experience at a middle management level in the energy sector preferably in a busy and highly reputable institution.
  3. Demonstrable thorough technical knowledge of the energy sector.

Membership with any relevant professional body will be an added advantage.
