EGPAF has worked in Malawi since 2001. Today, EGPAF Malawi implements evidence-based HIV prevention, care and treatment interventions in 179 health facilities in nine districts through EGPAF’s U.S. President’s Emergency Plan for AIDS Relief/U.S. Centers for Disease Control and Prevention (PEPFAR/CDC) – funded Achieving HIV Epidemic Control through Scaling up Quality Testing, Care and Treatment in Malawi.

Through additional funding from Bill and Melinda Gates Foundation (BMGF), EGPAF is implementing an Advanced HIV Disease (AHD) and Quality Improvement (QI) Collaborative in 22 selected health facilities in Mchinji, Dedza and Ntcheu. The goals of the project are: 1) To improve outcomes of the advanced HIV disease (AHD) program by defining and scaling practical models for providing access to AHD services for people living with HIV in Malawi and 2. To disseminate these models as best practices for other countries with similar disease burden and resource constraints.

EGPAF seeks to fill the following open position:

Title : Facility Based Data Officers (FBDO) for the project (8 positions)
Reporting to : Advanced HIV Disease SI&E Officer
Location : Supported 22 Health Facilities implementing AHD in Dedza, Mchinji and Ntcheu

Position Summary
The Facility Based Data Officers (FBDO) is a skilled and self-motivated individual who under the direct supervision and guidance of the SI&E Officer and in close coordination with health facility team will ensure proper AHD documentation, data collection, data quality, reporting and usage at health facility level. S/he knows and is involved in all facility level data related activities.

Essential responsibilities include but not limited to the following:

  • Proper Documentation, Data Collection, Data Quality, Reporting and Use of AHD data for Performance Management and Program Improvement
    • Register AHD patients and record details in AHD and other registers.
    • Ensure completeness and accuracy of the data captured into the AHD registers, Lab logbooks, AHD QI documentation journals and relevant databases.
    • Prepare source data for computer entry by compiling and sorting data from various AHD registers including preparing page and monthly summaries as per instruction.
    • Capture AHD data timely and accurately into designated databases including DHIS2 for assigned health facilities.
    • Resolve errors by using standard procedures and organizing AHD information in a manner that will optimize swift and accurate data capturing.
    • Maintain AHD data entry requirements by following data program procedures.
    • Storing hard copies of data in an organized manner to optimize retrieval.
    • Facilitate all reporting requirements (weekly, monthly and quarterly) for assigned facilities for AHD program areas and DSD interventions working closely with facility.
    • Prepare AHD monthly reports and present the reports to facility management team.
    • Participate in AHD planning and Monitoring and Evaluation and Research activities at Facility level through coordination of monthly facility data review;
    • Prepare AHD data, presentation and participate in facility monthly data review/QI meetings; provide feedback to the sections and departments, where the data originates from; and ensure action planning and execution.
    • Preparing and update graphs and charts for key AHD indicators and display in strategic places within the health facility.
    • Monitor the implementation of facility AHD data review action plans in the assigned health facilities.
    • In collaboration with SI&E Officers, support health facility team to prepare for AHD Supportive Supervision, or any scheduled data collection exercises.
    • Ensure usage of latest, standard and approved M&E tools for data recording and reporting.
    • Use updated AHD tools and SOPs and provide feedback on adaptations as required.
    • Reinforce usage of AHD data at the health facilities.
    • Record all AHD samples transported to Hubs from Spokes and record turnaround time (TAT) for results received from the Lab.
    • Generate missed appointment/defaulter tracing lists for AHD patients and routinely update AHD patient outcomes after missed appointment/defaulter tracing has been completed by ECs/HSAs in the AHD registers, POC EMRS, e-Mastercard application
      and ART registers at the facilities.
    • Carry out any additional duties as identified by supervisor.
  • Capacity Building and Team Management
    • Ensuring all health workers at the facility have adequate knowledge and skills to use the AHD M&E tools.
    • Monitor the implementation of facility AHD data review meetings action plans in the assigned health facility
    • Identify capacity gaps in health workers and recommend for AHD mentorship/training.
    • Coordinate closely with colleagues in the clinics/ districts and liaises with the districts SI &E officers.
    • Build good relationship with personnel in the assigned health facility.
    • Carry out any additional duties within reason as identified by supervisor.


  • At least MSCE with credit /distinction in English or Mathematics
  • Diploma in Statistics, Public Health, Information Technology and other data management related discipline would be an added advantage.
  • Computer literacy and typing exposure will be an added advantage
  • 1-2 year’s work experience in data abstraction, data collection and computer data entry
  • Willingness to travel from one health facility to another

Knowledge, Skills and Abilities

  • Proven experience in research, especially in public health related research is added advantage
  • Previous experience in data collection and data entry

  • Ability to work independently with minimal supervision
  • Good attention to detail and excellent follow-through
  • Good numeracy skills
  • Fluency in English and Chichewa
