ONSE M&E activities

Data collection and entry support

  • Providing support and guidelines to MEPS during routine monthly data collection activities including taking pictures of source documents for filing.
  • Ensure that data collected is entered in the National Health Systems, i.e. DHIS2 and OpenLMIS;
  • Supporting districts to adhere to set deadlines for data submission and storage.
  • Provide on-job orientation to newly recruited data clerks and Program Coordinators in the tools and procedures used for data management and ensuring completeness of the same.
  • Establishing and maintaining a systematic filing and archiving system for ONSE in liaison with respective technical teams, e.g. data records, reports, supervision checklists, mentorship records etc.
  • Supporting quarterly data archiving at district and central level.

Reporting and work plan tracking:

  • Supporting the tracking of district workplans, and site visitation to health facilities by MOHP and ONSE staff.
  • Sharing the reports with key stakeholders at zonal and district level through available communication channels and systems.
  • Maintaining an activity tracker and pictures of registers tracker and storage mechanism at district level ensure it is updated regularly.

Data analysis and dissemination

  • Quarterly produce summary of status of site visits forms, ISS reports and actions, Health Centre Management Committee reports, Activity reports, and pictures of registers stored by month.
  • Supporting ONSE technical team to identify and document success stories and best practices from districts.

Routine Data Quality Assessments (RDQAs)

  • Supporting quarterly RDQAs visits to health centres in collaboration with Program Coordinators and HMIS Officers/Statistical Clerks in order to build capacity on data management.
  • Supporting the ONSE and HMIS office to develop a data quality improvement plan based on the data quality gaps identified in each round of RDQA.

Integrated Supportive Supervision (ISS)

  • Supporting DHMTs in conducting ISS.
  • Working closely with District Health Management Teams by supporting health systems strengthening in improving systems that will promote ownership and eventual sustainability of the health interventions through effective planning, implementing, monitoring and evaluation of district based health programs.
  • Ensure that all the ISS visits have been captured in the ISS system and actions are followed up and the ones resolved are updated in the system.

Other

  • Community Engagement: Ensure that all community scorecard activities are recorded and properly store.
  • Any other duties as may be prescribed from time to time.

REQUIRED MINIMUM OF EDUCATION

  • Bachelor’s Degree in Computer Science, Statistics, Social Sciences, Public Health /Environmental Health or equivalent.  Those with a Master’s degree will have an added advantage.

REQUIRED MINIMUM OF EXPERIENCE

  • A minimum of 5 years’ experience in monitoring, evaluation and data management (MED) and demonstrable involvement data management activities in the health sector.
  • Knowledge and practical experience of DHIS2 will be an added advantage.

KNOWLEDGE AND SKILLS:

  • Demonstrated experience and familiarity with data management methodologies both electronic and paper based, as well as archiving of information.
  • Experience with research design/methodologies, qualitative and quantitative research methods, data analysis, sampling techniques, M&E framework design and establishing M&E systems in developing countries.
  • Experience and knowledge of M&E capacity and limitations of health care systems to deliver quality services in Malawi.
  • Excellent analytical and presentation skills. Experience in monitoring and evaluation of large international funded programs.
  • Strategic thinker with people managerial, coordination, and organizational skills.
  • Excellent analytical skills and practical experience in any of the statistical packages like SPSS, STATA, Epi-info., etc.
  • Excellent written and spoken communication skills.
  • Fluency in English is required.
  • Excellent skills in knowledge transfer and smart capacity building skills.
