Post: Chief Procurement Officer
Grade : (F/ P5)
Responsible to : Deputy Secretary (E/P4)

Purpose of the job

To provide technical leadership and coordination of the activities of the procurement function at the Parliament of Malawi.

Duties

  1. Overseeing the procurement budget for Parliament:
  2. Preparing annual work plans, procurement and schedule for the Procurement Section,
  3. Ensuring adherence to laid down procedures and guidelines in line with the Public Procurement and Disposal of Assets Act.
  4. Managing procurement contracts;
  5. Preparing bids, contract documents and advertisements,
  6. Analysing market and delivery systems in order to assess present and future material availability of goods and services;
  7. Advising the Internal Procurement and Disposal Committee (IPDC) and functions on appropriate methods of procurement:
  8. Acting as Secretary of IPDC meetings; and
  9. Facilitating capacity building and management of staff in the Procurement Section.

Minimum Qualifications and Experience

  • A Bachelor’s Degree in Logistics or Supply Chain Management with a minimum of four (4) years’ work experience in Procurement and supply chain Management at job grade H/P8 or above and must be paid up member of the Malawi Institute of Purchasing and Supply. Those with a Master’s Degree in the relevant field will have an added advantage.
