Terms of Reference
- Introduction
The Humanitarian Committee is a team of 22 Humanitarian Committee comprising 11 International and 11 Local NGOs respectively with an active humanitarian presence to strengthen outreach, information sharing, and coordination in humanitarian action, and better represent LNGOs and INGOs (broadly) in humanitarian coordination forums.
The NGO Humanitarian Committee has an important role to play in minimizing gaps and duplication in humanitarian activities while advocating for keeping an open, transparent and constructive civil society space in Malawi.
2. Purpose of the training
To train quality personnel within the Humanitarian Team who are technically prepared and up to date to coordinate, facilitate or implement actions in favor of the most vulnerable in the reduction, response and recovery to disasters while adhering to the values, standards and dignity.
3. Objectives:
- To build the capacity of the representatives within the Humanitarian NGO Committee.
- To improve preparedness and response at all levels before, during and after disasters and in a coordinated manner with government, UN Agencies and other humanitarian actors.
- To encourage an exchange of experience and knowledge and the creation of networks amongst the Humanitarian partners.
- To improve coordination, leadership and networking within disaster response and the quality and availability of disaster management policies and tools with a focus on improving the technical skills of the participants, but also on personnel and team management.
4. How to apply

- All eligible suppliers who have valid business license with traceable offices and fulfills the requirements can send the bid documents by uploading the electronic documents in a link provided below.
- Bidders should submit their offers which should include delivery terms and bid validity.
- The TERMS AND CONDITIONS FOR CONTRACTS FOR PROCUREMENT OF GOODS – SELF HELP AFRICA (SHA)_JAN 2023 will be applicable. These terms and conditions will be shared with the successful bidder for their review and signature.

Alternatively, proposals may be submitted in sealed envelopes by hand, clearly labeled “NGO HUMANITARIAN COMMITTEE CAPACITY BUILDING TRAINING”. and delivered no later than 23rd May 2025 to the Self-Help Africa (SHA) Country Office in Lilongwe. Submissions should be addressed to: The Procurement and Logistics Manager, Self Help Africa, City Centre, Mwai House (Same building as Centenary Bank), Next to Anamwino House, Private Bag B-495, Lilongwe.
Closing date of receiving bid submission is 23rd May, 2025.
